Prime Minister Narendra Modi’s hopes for smooth functioning of Parliament during the second half of budget session got a set back on the first day. Main opposition party Congress raised slogans seeking a debate on imposition of President’s rule in Uttarakhand.
Congress members rushed to the well of the house in the Rajya Sabha when the government did not accede to their demand. In both the house, the government turned down a request for a debate on Uttarakhand saying the matter was subjudice.
Before the start of session on Monday morning, Prime Minister has expressed hopes for smooth functioning of Parliament on the lines of the first part of the budget session which saw passage of many important bills.

Speaking to media in Parliament House Complex, PM had said the discussions were likely to focused mainly on the financial matters.
Prime Minister described the first part of the budget session as very productive. The government was able to pass important bills including the public oriented Real Estate Regulation & Development Bill to protect the interest of home buyers.
Expressing satisfaction over the smooth conduct of parliament to enable passage of some important bill during the first part of the budget session he said: “The bliss of this was visible on the faces of the MPs.”
He expressed hopes in securing support of parties in passing other pending bills in this session.
Modi said: “I believe, this time also, the members will engage themselves in discussing issues in a democratic spirit with the same zeal and enthusiasm. The healthy practices of democracy will be carried forward with free discussions in this session and important decisions will be taken.”
However, the upper house of Parliament could’nt take important bill on the first day of this session. Congress members shouted slogans demanding a discussion on imposition of President’s rule in Uttarakhand.
The government declined the request for a discussion in both houses of Parliament saying that the matter was subjudice.
